Capital Gains Tax Valuations Pty Ltd is the CGT and tax valuation division of Asset Valuations Group. The Melbourne office is where Victoria work is inspected, researched and signed. We prepare property valuations for tax, compliance and court — nothing else — and every report is signed by the valuer who did the work.
Where we inspect from here
- Melbourne CBD, inner north and inner east
- Bayside, Stonnington and the south-east
- Western and northern growth corridors
- Mornington Peninsula and Frankston
- Geelong, Ballarat and Bendigo
- Regional Victoria by arrangement
Who may sign a valuation in Victoria
Victoria does not license property valuers by statute for general practice, so as in NSW the professional credential carries the weight. Our Victorian reports are signed by a Certified Practising Valuer of the Australian Property Institute, holding the designation on an unrestricted basis and bound by the API Professional Practice Standards. Victoria does, however, have a state tax that no other state has in the same form, and it puts valuation dates on the calendar for reasons unrelated to CGT — see below.
Deceased estates in Victoria
A Victorian grant is obtained from the Probate Office of the Supreme Court of Victoria, and the intention to apply must be advertised on the court’s website before filing. The court requires an inventory of assets with values; the beneficiaries separately need a date-of-death market value for their cost base under the CGT rules. One report scoped for both covers it. The State Revenue Office Victoria administers land transfer duty and land tax.
Court and revenue-office processes as at 15 September 2026. Thresholds, rates and deadlines are not asserted here — confirm them with the estate’s solicitor or your tax agent.
Windfall gains tax, and why Victorian owners get valued twice
Victoria charges a windfall gains tax on land rezoned in a way that increases its value, assessed on the uplift between the value before and after the rezoning. It is a state tax, entirely separate from capital gains tax, and it is assessed by the Valuer-General Victoria rather than self-assessed. Two consequences matter for anyone reading this page. First, a Victorian landowner near a rezoning may face a WGT assessment and a CGT position on the same parcel, measured at different dates on different bases — they are not interchangeable and one report cannot serve both without being scoped to say so. Second, a WGT valuation performed by the Valuer-General is not your evidence for a CGT cost base; if you need to object to a WGT assessment, or to establish a CGT cost base alongside one, that is independent work. We prepare the independent valuation; thresholds, exemptions and objection deadlines are matters for your tax agent and the SRO.
Melbourne valuation questions
Does Victoria require a valuer to be licensed?
Not for general practice — Victoria has no statutory valuer registration of the kind Queensland and Western Australia have. Our Victorian reports are signed by a Certified Practising Valuer of the Australian Property Institute holding the designation on an unrestricted basis.
Is a windfall gains tax valuation the same as a CGT valuation?
No. WGT is a Victorian state tax on rezoning uplift, assessed by the Valuer-General Victoria on a before-and-after basis. A CGT valuation establishes market value at a date the Commonwealth tax law specifies. Different dates, different bases, different purposes — and one report cannot serve both unless it is scoped to.
Can you value a Melbourne property for a date of death years ago?
Yes. We routinely value to 20 September 1985. The fee turns on the evidence available describing the property at that date rather than on how old the date is.
Do you cover Geelong and regional Victoria?
Geelong, Ballarat and Bendigo are covered as standard from the Melbourne office, along with the Mornington Peninsula. Other regional Victorian properties are quoted individually because inspection travel and comparable depth both affect the scope.
